In December 1999 at the 19th International Forum held in Reno, Nevada, the theme of `Water: 21st Century Gold` was one of the discussion topics. This proves the importance of water in the 21st Century. In fact, the actual and symbolic meanings of water sometimes surpass the value of gold. Water is the lifeline of humans`survival and also that of agriculture, economy and ecosystem.
In recent years, urbanization in Taiwan has resulted in various phenomena, such as the concentration of population and industries, the changes in social environment and the vicissitudes of hydraulic meteorological phenomena. Following the development of cities and industrial parks, a series of water resources problems came into being, such as: abnormal regional water supply, the increase of the amount of waste water displacement and the deterioration of its quality, urban type floodwater and desertification of underground aquifer caused by impervious earth surface, etc. In view of insufficiency of domestic water resources and deterioration of water environment, the Water Resources Bureau of the Ministry of Economic Affairs drew up a blueprint of water conservation to `create a silicon island, and build a society with water resources,` based on the international `sustainable environment` concept and current administrative orientation of `green silicon island` of the government. The blueprint will also be the goal of domestic water resources development in the future.
In addition to concrete strategies of promoting economization on water usage as well as raising the efficiency of water usage, the Bureau further actively promotes multiple developments and usages of water resources based on the principlesof environmental protection and ecological conservation. We endeavor to insure sustainable development of domestic water resources through recycling and reusing water. And the promotion of `rainwater harvesting` is one of the major works of domestic water resources development.
For many years, the Water Resources Bureau of the Ministry of Economic Affairs has been promoting `rainwater harvesting`and receiving fruitful results. The measures include: the drafting of related policies and regulations as well as subsidiary encouragements, organizing related academic conferences and technical training classes periodically and issuing technical reports and publications. These measures have been applied to promote the application of domestic rainwater water supply system.The human and material resources as well as funds invested have been countless. Up to the present, our effective cases include various organizations, schools and business sectors all over the country. At the same time, we have also printed the Chinese (& English) versions of `The guiding chart of rainwater/grey water usage results in Taiwan,` hoping to share Taiwan`s skills, experiences and results over the years domestically and abroad. We have done what little we can to enhance the global trend of `rainwater
